What was the reasoning besides the Eeveelutions that use stones (like Shiftry and Ninetails) to gain basically no abilities after evolving except a very select few? Is it some kind of weird non-competitive main game breaking thing? I personally don't think it is.

So that you'd have a reason to not evolve them immediately.

Eevee is an exception because its type changes *radically* upon using the stone.

This pretty much. If you catch a low-leveled Pokemon that can evolve with a stone, why wouldn't you evolve it already? You get an immediate stat-boost which could prove extremely valuable. Well.. if an evo doesn't learn new moves, it's rather pointless. Pretty much explained in the episode where Ash faces Lt. Surge.
