So Thousand Arrows and Thousand Waves have just been revealed to be in the game data(No one gives one about Hold Hands)

Now it's suspected that these will be signature moves for Zygarde's forms which makes sense but why does Land's Wrath exist then?To show that current form Zygarde is weaker?
Also is this a repeat of Kyurem where the data for Freeze Shock and Ice Burn were in BW but never utilised?

How do you think these moves will be implemented into the story and onto Zygarde?

I think it was because the data was incomplete? Where as the Lati@s megastones and the event legendaries were complete and ready for play using hacking device to access them. It's also possible that one doesn't really look for moves on existing Pokemon, while looking for hidden Pokemon and Items seems obvious.
