They really need to make PU an official tier. There are just too many threats in NU to make some things useable.

It's true. Luvdisc has a base 97 speed, which will beat Rayquaza's base 95, so assuming both have speed boosting natures.

252 SpA Choice Specs Luvdisc Ice Beam vs. 0 HP / 4 SpD Rayquaza: 320-380 (91.1 - 108.2%) -- 50% chance to OHKO

And, if you go Modest over Timid and use Swift Swim and rain support to outspeed Rayqauza (or the Rayquaza also doesn't have a speed boosting nature)...

252+ SpA Choice Specs Luvdisc Ice Beam vs. 0 HP / 4 SpD Rayquaza: 352-416 (100.2 - 118.5%) -- guaranteed OHKO

And in the event that the Rayquaza user realizes this and uses Extremespeed...

252 Atk Life Orb Rayquaza Extreme Speed vs. 4 HP / 0 Def Luvdisc: 204-240 (89.4 - 105.2%) -- 31.3% chance to OHKO

He's got a less than 1 in 3 chance of taking out the Luvdisc first. Even with Adamant Extremespeed is not a guaranteed OHKO on Luvdisc. That's assuming it has a Life Orb. If it's got Leftovers or something, then it doesn't even have a chance to OHKO Luvdisc, even with an Adamant nature.

OBJECTION! Rayquaza's ability is Air Lock... meaning you can't use the rain's effect!

Yup, Speed is its only remotely serviceable stat which as geno_16 explained is enough to do the trick.
