Well, there's Mew and Smeargle, and maybe some others, and of thouse two, it's pretty difficult to get the former legally, so the latter is your best bet.
There are only two kinds of fabric I care about:
Space-time and Egyptian cotton.

obviously mew seeing as how it can learn any tm, and smeargle doesn't exactly count seeing as how it can learn any move except struggle. i mean, yeah they count and all, but it seems like cheating with them.

Slowking. In addition to it's compulsory access to a number of water moves, it can use Flamethrower and Fire Blast to meet the fire criteria, with Grass Knot to cover the greener side. Unlike Slowbro, it has access to Dragon Tail to cover the last stipulation, providing some utility, if not a powerful blow. If the aim was to cover Dragon types, Slowking would probably rather run Ice Beam to hit flying and ground types as hard as possible (though Grass Knot may be stronger on Ground types, depending on the situation).

I'm shocked that Dragonite learns no Grass type moves...
But it learns Fury Cutter and Ominous Wind.
