I get to 100 KB/S for about 10-20 seconds (if that) then it drops down to 0 bytes/S for probably a good 10-20 seconds. I have no clue what could be causing this. Anyone seen something like this before?

It's the site you're downloading from. Theres nothing you can do.
Gamefaqs game rating system : 9-10 = Best Game Ever. 8-9. Major dissapointment. 8 and below : Garbage. This is getting ridiculous. people who agree so far = 72

Switch to another download server and see if it improves.

I've tried that a couple times. I'm thinking it might just be my Internet at the moment.
