So I downloaded DSfix, turned off AA, and removed the 30FPS cap, and the game is still lagging. There's even screen tearing going on when I walk as well. Anyone know if there's a way to fix this?

Works fine without DSFix?

Did you change anything from the default?
Another idea I had was the spy/sniper being able to climb into the soldier's rocket launcher and be launched across the map, dealing more damage, but no splash.

Yeah change to an NVIDIA graphics card.

Without DSfix it was really ugly looking :(. Didnt change anything but AA

Make sure motion blur is off in-game as well, that might be it.
