8.00GB RAM
64-bit Operating System, x64 based processor

I'd want to keep a solid 60 fps but I would be okay with 30, I honestly don't even the highest settings that I could run it on.

This ^ and don't expect great frames. The Witcher 2 is a very demanding game to run. It stresses powerful desktop cards, let alone integrated graphics

i tried it on my laptop with intel hd 4000, 4gb ram and i5 @2.6GHz and I could run it at 1280x720 and get 20FPS. not too bad

For reference, I can run it at 15-30 on my laptop in the sig. Weaker CPU, but similar/slightly weaker GPU. This is on low at like 800x480 or something.
Desktop: Phenom II X4 965 | 8 GB DDR3 | GTX 580 | 1 TB HDD | W7 | 650W Antec | 1600x900
Laptop: A6 3400m | 4 GB DDR3 | HD 6520g | 500 GB HDD | W7 | 1366x768

Very low settings, very low resolution, and you may be able to pull off an acceptable frame rate, although even then I doubt you'll be able to get 60 FPS. It's going to look pretty bad though FWIW - TW2's graphics do not cope well with non-native resolution (mostly because of the foliage.)
