I always thought that's where the drivers are installed to, but now it must be just a backup of files if you need to reinstall the drivers, right? lol

If it's anything like ATI, these are just where the installers are kept after they're extracted and can be safely deleted.

C:\Nvidia is where the driver installer unpacks the files required for driver installation. Once the driver is installed, that folder can be deleted.

Is it the same with the C:\Intel folder? Is that safe to delete?

No, you're thinking of the program "C:\Cleaner". Totally different.
