Max out the power target, keep CCC.

Yes, you can control 3d setting from CCC but I pretty much always let the application do that so I don't need it. But I figured out my problem. My sapphire has a dual bios. The first one is all stock with voltages locked, the second is overclocked to 1ghz and mem at 1450mhz. The second bios also has the voltages unlocked. There is an actual switch on the card near the xfire nubs. So now with the second bios I will retry my overclock.

You might want to read up on how to increase the Power Control from a 20% maximum to 50%.

Pretty sure your card will only pull as much power as it needs to achieve consistent performance. So in actuality a full blown 50% is utterly pointless for the GPU's limitations, but a nice 30% increase prevents bottlenecks.

my 7850 overclocks very well..

i can run 1200/1450 in valley benchmark all day lol.

it basically benchs as a 7950 stock lol.
