It's anti-aliasing. It reduces the number of jaggies (the stair-step effect you see at the edge of models) you see at a major performance hit. Basically, it's a great setting but it should be the first one to lower or disable if you have performance issues.
Russian is my first language, so yes there may be a spelling error or two.

I don't think we'll know until the game actually launches. For one they've shown us both console & PC versions. Even if the PC version was running at full settings we don't know if they were running at 60FPS because console devs don't seem to care about 60FPS at this point. So running the game at full setting and trying to get 60fps could be tricky depending on how it's optimized.

Console devs are currently trying to get full 1080p running smoothly at 30fps.
Oh, you thought they made this game for you? You clearly bought the wrong game.
