If at all?

I was considering hooking up a console to my PC's monitor, but it sadly only has DVI and VGA ports. Instead of buying a new monitor, I found some HDMI to DVI converter cables for between $5-10 on Amazon. Before I buy them...

How's the picture quality with these? Also is there noticeable delay?

It looks the same and reacts the same as DVI Single Link... pretty much.

It's a digital to digital signal so it shouldn't have a noticeable effect.

DVI and HDMI are the same video signal for the most part. the only difference is the physical configuration of the connector.

It's true, but is also so small that you would never be able to notice, it's less than 1 nanosecond of a difference.
