It's a hardware beta. You can't expect them to give out thousands of free consoles.

The beta is for the Steam Machine, not SteamOS, isn't it? It's low because it's a hardware beta. They obviously don't want to make too many of them until they know for sure what's going to work. Hardware isn't as easy to test as software.

I don't think Valve really cares.

Hard details on system specs and performance weren’t revealed by Valve. The FAQ does reveal that the SteamOS source code will be free to download, and that the prototype machine will be completely open and customizable, meaning the OS and hardware can be swapped out, and testers are free to “use it to build a robot.”

I believe if you read the fine print on their form it said that they would cover the shipping costs, so likely all you'd do is stuff it into a prepaid mailing box and take it down to the post office (or whatever shipping company they would use).

That's also covered in the "Form" you fill out... You're agreeing you can't resell it since they will eventually want it back to check for why it failed (if it failed)... or whatever tests they want to run...
