A board for each would be overkill. A board for it right now would be premature, but I dont really care either way.

Mac and Unix/Linux get their own boards. Steam Machines not getting their own boards is like PS4 and Xbox One not getting their own boards because they're just PC hardware using FreeBSD and Windows/GameOS respectively.

Considering that they'll be running their own OS and games can be optimized for them specifically, they should get their own board.
