... really make things more efficient in games generally? Or does it result in a lot of stuttering, framerate issues, etc because the work is being divided in two?

Let's say you have a pc build with an average CPU and two fast GPUs. Doesn't the fact that there is only one CPU create a bottleneck of sorts for processing, etc even if there are 2 GPUs?

Curious as to whether it makes things more efficient or not with 2 chips.

Having two video cards increases performance by a good amount in games that support it, and I've heard the majority of stuttering problems have been worked out.
