That's the point. Games sell on release day, and up to a few months later (i.e. up to the holiday season).
Two years after release? They won't sell more than 1-2% of what they already sold. Even less since we're talking a predominantly MP game which gets replaced by a sequel every year.
If MW2 had 22M in 2011, that's essentially their lifetime sale. There's no way they went from 22 to 26M between 2011 and 2013, period.

Why not? It's clearly one of the most popular games of all time and during that time period was on sale several times on digital download services including the ones on consoles. You severely underestimate Amazon and Steam sales. I work in a video game store and it still sells new occasionally to this day. I don't know why, but it does.
