He has a dual core CPU, with I think HD3000.

Now I don't know how powerful that is for that game. I know I can run it cause I have an I5 3470 @ 3.6ghz and a 3gb 7950.

Just saying dual core doesn't help too much, and if that's an intel integrated, I doubt he'd be able to on anything than the lowest settings if that.
Needs more books.

It looks like it will be playable at all "low" settings at a low resolution, far from optimal though.
