Weapon decay is fine how it is. Just take at least 3-4 points in maintenance skill.

Like others have said, go with standard weapons and focus on getting your hacking skill up early on. Hacking turrets can be very useful in saving ammo. Also try to use the wrench as much as possible, especially in the early game. And in addition to everything else, make sure you have good agility from the start as it helps you avoid damage, your accuracy while strafing, and your ability to close in on enemies fast enough to use the wrench without taking damage.

Oh one other thing, DO NOT CONFUSE REPAIR WITH MAINTENANCE. Repair does not improve the effectiveness of maintenance modules, and is in fact completely useless since it only repairs broken weapons, and regular maintenance should prevent your weapons from breaking in the first place.

That being said, Maintenance loses its usefulness after about level 4 or so, because in order to make use of a high maintenance skill, you will have to let your weapon degrade even more, which is bad for combat and ammo conservation. So if you repair your weapons when they get down to 5, and you have a maintenance skill of 7, then it's a waste of 2 points because you would want to repair your weapon when it reaches 3.

So basically, Repair = useless, Maintenance = useful to a point, Modify = pointless (because you'll find plenty of French-Epstein devices that do what you need to your weapons). Research is a good secondary skill to invest if you have nothing else to spend points on.

You get a lot of points by the end, so you can pretty much take some of everything if you want.

Watch out for the cameras. The alert phases are time based I believe and the onslaught of enemies is pretty brutal early game.
