A friend of mine told me unlike the PS3 controller which requires external programs to be used on a PC, an XBox 360 controller immediately connects to a pc immediately with no extra downloads?

Not entirely, but the download of the driver will be automatic. That's assuming you're talking wired controllers. Wireless you need a reciever

He's right.

There are drivers for it, but they are optional

EDIT - yeah, that's wired. Wireless controllers take a bit more effort

This shouldnt surprise you since the Xbox360 controller is designed with both Xbox360 and Windows Vista+ in mind.

just plug in your wired 360 controller and it will automatically instal the drivers. Also a lot of games just uses the standard 360 controller layout anyways so its pretty much win win unless you despise the controller.

It's called Xinput. Games that support Xinput have native 360 (or compatible, most modern third party controllers support it now too) controller support and offer what is effectively a 360 mode. The controller will be configured by default and button prompts in game will mimic the 360 buttons.

You can see a list here.
