AMD A8-6600K quad core
GTX 660
4GB ram

I exceed the recommended requirements yet when I set everything to max settings I get pretty low FPS. What do?

lower settings and play on DX9.

Recommended Settings are basically saying you're on the playing field, they're not too accurate these days.

In addition to this, meeting or even exceeding recommended requirements in no way connotates the ability to play the game at max settings.

Turn off physX.
Once we perfect building Mechs, I expect there to be a factory in Mexico pumping out a brand call Mechsican. I wanna buy me a Mechsican.

You will need a top-tier/SLI system to enable the DX11 features and retain a smooth framerate in this port - they didn't optimize it terribly well. I would just disable the DX11 features entirely - the additions are very subtle, certainly not worth the performance hit (IMO). I was able to play through the game just fine, though I did see some performance loss in certain areas/situations due to using high PhysX, but with the exception of the Catwoman vault fight with cash swirling around, it was still very playable.

Turn of DX11, that should give you a massive framerate boost.

I'm going to try this when I get home! I have bad FPS on this game but it's mostly my CPU. I think I was running it on DX11 though.
