how much would adding one add to electricity bill?

can i use a normal pc, or would getting server type cpu better?

would i need better time warner cable plan?

You don't need to build a whole separate computer just to host a CSGO server. Haha. Here, use this:

will a normal pc survive being on 24/7? would the server run better with better hardware? what should my bandwith be like.

Any computer can theoretically act as a server. These days it's software that makes a server a server, not so much hardware.
The bandwidth question depends entirely on how many people you plan on having play at the same time.
It may be more cost-effective to just rent the server from one of the many companies that provide that service.

Unless you have solid upload speeds I wouldn't bother hosting your own.
