How I imagine things down at Activision and Infinity Ward:
Activision Exec: "We can't use zombies as a co-op enemy because that will cannibalize our Black Ops 2 sales."
Infinity Ward: "We could use aliens instead."
Activision Exec: "GREAT IDEA, YOU DESERVE A PROMOTION."

Or they just thought "why don't we add a bonus gamemode like Treyarch has" and added aliens instead.
