Uhmm.... almost. The west coast should have more. But the broadband penetration in this country is pretty abysmal.

uuuuh... Government has literally nothing to do with where they lay fiber optic cable outside of issuing permits to put that cable in the ground. EVERYTHING else is handled by private companies
