I'm in the market for a 3rd monitor now for BF, and Newegg has a couple of decent deals right now.

This is $130 after rebate:

This is $210 after rebate, is (very) slightly bigger, and is IPS:

I want to understand why IPS is such a big deal and why I should (or should not) pay the extra $80 (if I buy one of these).

Better color (Over cheap TN panel monitors), better viewing angles, and more importantly:

Better color.

It's hard to explain, but the best way to compare is to take a pic of the same picture on both display. IPS display color appear less grey around the border & the white look less oversaturated. When you're used to use an IPS display, it's hard to go back.

So it's something like going from 30fps console games to 60+fps PC games.

No, more like going from a crappy HDTV with terrible colours to a nice HDTV with good colours.
Going from a 60hz to a 120hz is like going from 30fps to 60fps.
Even people have toenails. Of course PCs have toenails. -claytonbuckley

Way better colors. I would suggest getting a 1440p monitor while you're at it. I have two PLS monitors. Once you see it you won't be able to go back to a crappy TN panel. Beautiful colors and 78% more pixels are a fantastic thing to witness.
And if you hear as the warm night falls. The silver sound from a time so strange. Sing to me, sing to me.

What is the difference between IPS and PLS?

I have been looking at 1440p IPS monitors, too.

PLS is basically Samsung's word for IPS.

There isn't a reason

Also 16:9 > 16:10. They're called opinions.
