I use Windows 7 64 Bit Home Edition.

I tried repair registry tools, running it from the command prompt, and it would not even open up.

When I go to Turn Windows Features On and Off, it completely fails to load the list it is supposed to. Windows Media Center runs fine, but the Windows Media Player 12 is completely broken, and unable to import or export video files over Skydrive, as it says "Server Execution Failed". Downloading it to install it again is impossible, as it says that it already is on the system.

I just want to know why the .exe is failing, and Windows can clearly read it, but completely fails to load up.

You can get a better media player. For free.

Besides windows is itself everyone hates all things ms. IE and wmp for example.

Backup your important data and reinstall Windows. If it's a prebuilt machine (HP, Dell, Sony, Toshiba) there's usually a recovery partition. Since you've already tried registry fixes and certain Windows functions aren't working properly, that's the route I would take. It's a nice, clean start.
