I thought it looked pretty decent, but I don't know that much about gaming pcs. Would it be a good value to start with and then build on?

No because all of the components in the PC are dated; about 3 years old. It's like buying an old PC then calling it new.

When buying a PC; either go for top of the line last gen or high end this gen.
