While others don't? Mainly happens with menus, where some games' mouse pointers have horrendous latency compared to how the mouse feels in Windows, and even in some other games...

Is there a way to fix this?

vsync, triple buffering, too much post processing

turn them off
The best course of action is to just get the information you need, then get out while you're still alive. - destroy everything on GameFAQs

Thanks, that seemed to work for the menus that shouldn't be particularly demanding, although the in-game gameplay menu pointers still have have the same issue, albeit milder (using The Witcher 2 to test at the moment, but it has happened in other games).

Do I also take this as a sign that my computer isn't really up to the task anymore?

Nope, this seems to just happen with games that probably have stuff happening in the background behind a menu.

Also turn off mouse acceleration if there is any.
Perfection. Where everyone fails.
If you expect nothing you can be happy for everything.
