Yes because my PC is comparatively low-spec in terms of gaming.

Or we just have a good idea how well the game runs on our system and adjust the settings to ensure a stable 60fps

yes because tf2 is dumb and cant stay above 120FPS at all times even though im not maxing it out and im using vastly overpowered hardware
