I think your argument loses it's validity when you mention the fps, what use are those graphics when they make the game unplayable? Consoles could also surely render extremely impressive graphics, with a low and unplayable fps could they not? You say it puts Crysis 3 to shame, but Crysis 3 can run at 60 Fps, it's not limited to running in single digit framerates.
With my examples I was getting 70-110 fps on a gtx 780, dropping down to 50 fps during major combat (20+ npcs fighting)
anyways, here's my guide to modding:
download Wrye Bash and install it. read the documentation download BOSS and install it. read the documentation. download TES5Edit and install it. read the documentation. download Nexus Mod Manager and install it. go to TES Nexus and get any mods you like. I recommend the HD textures, static mesh mod, and Sky UI to start with. Get an ENB such as Kinematic ENB Extensive (what I'm using) activate the mods in Nexus Mod Manager. sort the mods with BOSS clean the mods with TES5Edit. make a bashed patch with Wrye Bash. enjoy!
