Will he notice? Will the computer prompt him upon boot that ram has been removed at all?

No but he would notice when he starts running out of ram when using a program that will use more then the amount he had before. Doing this also makes you a jerk for stealing from your brother tho.

Yes. First thing that'll happen upon boot is that a window will pop up informing him that there were hardware changes, and exactly what they were.

He's sitting on 16 gigs spread out on 4 sticks. It used to be my PC, but I gave it to him since I planned on re-building one from scratch. Now I'm really missing that PC and would like to cut costs as much as possible. Yes I'm a jerk, but I'm ok with that. the PC I gave him cost me 2 grand, so I don;t feel terrible about it.

In that case do whatever the f*** you want. 16GB is overkill. Just tell him what's up and unless he's an a**hole he'll be cool with it.

It helps when you don't withhold information. I would just explain the situation to him. I doubt he would need 16gigs of ram if he didn't build that himself.
