its hardware related.

try unplugging everything. if that doesnt work start reinstalling some drivers.

A possible hardware issue? Oh no.

The main disk on which Windows is installed is running close to 100% for a few minutes after startup, but the idle processor usage continues at around 30~50% till maybe like 20 minutes or so. Then it drops to 1 or 2% and stays that way.

On a side note, what's a good program to check an HDD's overall health?

Then it's not the hard drive. Most likely another piece of hardware.

CrystalDiskInfo. Make sure S.M.A.R.T. is enabled in your BIOS (if it has that option) or it won't work too well.

Did a boot scan. Did a MalwareBytes scan. Check the HDD health. No issues there. And mysteriously, it isn't doing the high idle processor usage thing anymore. Wierd. :-/ Will check for signs again tomorrow.
