I like both Fallout 2 and 3 but I like Fallout 3 slightly more than Fallout 2.

Do I have to play Fallout 3 to appreciate Fallout: New Vegas? Is New Vegas a quasi-expansion or continuation of Fallout 3, or can it be enjoyed as a stand alone game?

Not at all a continuation. Ever played Final Fantasy? The series is sort of like that, as in every game's story is different and unrelated aside from the items/world (all in the same universe)/factions.

Though I'd definitely recommend playing both at least once.

I'd like Fallout 3 and NV better if they stopped looking like shooters and actually became shooters. Fallout 2 FTW
Some roads you shouldn't go down because maps used to say there'd be dragons there. Now they don't, but that don't mean the dragons aren't there.

New Vegas > Fallout > Fallout 2 > Tactics > Fallout 3 > BoS

The first three are very close, but NV wins because it's newer and shinier.

Don't like Fallout. Tried the originals, couldn't get into them. Also tried New Vegas, played it for a bit, ended up uninstalling. The whole setting is what I don't like.
