Just noticed that I get stuttering with Dolphin (Xenoblade and Fragile Dreams, specifically).

AMD II X4 945 3.0GHz
2GB GTX 750Ti
8GB RAM

I just picked up the 750Ti, so please don't tell me that's the issue!
And I've never changed a CPU, so i woudn't know what's involved :(

Really depends on the game.

Your GPU is pretty decent, as long as your not expecting max settings you should be able to have a pretty good time with it. Decent amount of ram. Old CPU, this is most likely to be your bottleneck, overclock it and see if that helps.

In general, what clock speed am I shooting for HIGH/MAX settings?

Dolphin uses a LOT of cpu and yours is old. If you plan on playing emulators for wii or ps2 you better upgrade to intel. I have fx-6300 myself and barely hit 60fps on fire emblem even on minimim settings.

Get 60 fps easily with amd 8350 on dolphin

How do I know if I CAN upgrade to Intel??

I know that's a dumb question, but what considerations are there?

For example, when I bought a gfx card, I was told to watch my power watter and PCI slots. Can I just plug n' play an Intel chip?

For dolphin your really need a high clocked Intel processor to get stable framerates.

If you are looking to overclock your 945 you will need a hyper 212 and then your should hit 4ghz.

If you go to overclockers UK forums OCUK.org you will find phenom specific guides that helped me when I first overlclocked my phenom.

you need a compatible motherboard for the CPU.
