DX11 would actually give you better performance, so long as you don't use any of the DX11 options.

I have a Sapphire R9 270X and it runs DX10 just fine.
Playing: Hitman Absolution
Waiting: Grand Theft Auto V, Middle-Earth Shadow of Mordor, Assassin's Creed Unity, Dragon Age Inquisition

DX12 and 11 contain 10.
And technically a DX10 card can use 11 and 12, but with reduced functionality.
And actually, a DX9 card can use DX10, but with severally reduced performance as features are emulated or omitted.
DX8 cards don't work well with 9, but 3 through 8 were all pretty much supported on all the hardware that existed, so a DX3 card ran DX8 no problem, etc.

What are you using to Uninstallll

The first time I went I used windows uninstall a program but I didn't restart my pc, the second time I used the uninstall a program and restarted my pc, the third time used the AMD driver installer to uninstall all AMD software and then restarted like it asked, and then the fourth time I used the uninstall a program and the AMD driver installer to uninstall whatever was still around and then I went through my hdd and uninstalled everything I could find in every folder that was either ATI(my previous card) and AMD and restarted my pc.
After all that I still have the same issue, but my old card worked just fine with dx10 with that game.
This is getting frustrating.
