I like the art style of BioShock Infinite but to be honest, DIRT 2 and 3 looks the most pleasing to me. I'm not really impressed with recent releases. For some reason they all look... similar? Not really pushing the boundaries.

Because you can't get ENBs and 4k texture packs for lots of other games, right?

Skyrim is nothing special, i fact it's visually crude.

The Witcher 2 with Ubersampling ON (and with Bloom OFF) still amazes me. I still find it the best looking PC game around. ^^

GTA 4 with mods looks awesome. Though it does have some glitches like buildings not loading if you go really fast.

Modded Skyrim is very impressive until you see it in motion, where the animation is crap, and all the lighting is prebaked, and it has the physics of a ps2 game.

But as far as screenshots go, Skyrim is king

Yes, ENBs are for other games as well but still none looks as good as Skyrim does. Just look, even Crysis 3 maxed at 8K looks no more impressive than a Skyrim fully modded right.
Plus no other game gets as much visual cusromizations and options like Skyrim offers, in thanks due to a huge modding community. All in all, visual quality comes down to each person's personal taste and Skyrim ENBs excels at that.
