It's the best city builder out there right now.

So if you want to build cities, then yes.

It's fun, but I sucked at managing the roads well enough to keep things flowing smoothly. Roads get crazy complex for managing traffic

It's extremely good. It's the best city builder since Sim City 4. I think it's a lot more intuitive than that one is, too, but I'm not sure it's better, but it is at least as good, and more modern.

Highly recommend. I would say the DLC is unneeded since in my opinion they added all the important stuff in patches.
Now with 100% real fruit juice

There are people walking around your city if that's what you're asking. There are no other surrounding cities if that's the other possibility of your question.
