If by publishers you mean Ubisoft.
Reality is so flexible these days, its hard to tell whos disconnected from it and who isnt. You might even say its a pointless distinction.

With Activision moving some (one that I know of so far) of their newer releases to the battle.net client I'd imagine the odds are basically zero.

They won't do it because not having things on steam isn't hurting them, and Blizzard is the type of company that seemingly doesn't want to branch out any more than it has to, and wants to keep all the money to themselves.

If Destiny 2 is a success, and they do a good job at getting and retaining players, I'd be okay with them doing the same thing with Call of Duty, TBH. Those things have massive player drop offs on PC, and if that somehow helps, that'd be cool. Especially if it could help curb cheating.
