Specs in sig. I play very few PC games, and when I do its typically something not recent. I bought No Man's Sky (don't judge). And can't get more than 30 fps. I guess it's not the end of the world but I really would like 60fps though I don't know what kind of rig that would require.

Any suggestions on if it's time to replace my card/a reasonable upgrade considering price/performance?

Cpu overclock and gpu upgrade to gtx 1060 6gb model should do the trick.
Pc: i7 6700k/980 ti/16gb ram and Ps4.

I tried dropping everything, and still was topping out around 40 fps. Like I said I'm not really not very knowledgeable when it comes to PC stuff. I built this pc several years ago. I'm not sure "how" far behind I am now, if that makes sense.

If you're having trouble running NMN at 60fps with your setup, I think the problem lies with the drivers.
It has a pretty low requirement as modern games go, you shouldn't be having problems with it.

Ye probably the GPU.

An easy test is to just lower the resolution to 720p, if you get much better performance, you know that it's the GTX 770 holding you back at 1080p.
If the performance increase is minimal, it's typically the CPU (but others with that range of CPU seem to report good performance so it'd be more viable with software issues)

That's what I figured. If anyone can suggest something that would be a moderate upgrade without breaking the bank I'd appreciate it.

The only gpu upgrade i would do is either gtx 1060 3gb model or the better 6gb model, anything less than that is simply not worth it.
