Can I install software on RT and M3 surface models?

Basically the lower end models. I would like to use one for work, but for work I need to install a certain software.

I have been looking at Groupon surface sales, but I cannot find a real answer for my needs.

RT No, it is not an x86 architecture. Horrible buy.

M3, yes.

Thank you. I may invest in the M3 model.
