Artifex Mundi makes some cool games, but they're more on the hidden object side. The mystery/horror themed ones are only slightly spooky though.

I know that this is the PC board but if you have a PS4 Until Dawn was really good IMO.

It wasn't scary but the story was entertaining and there's a lot of replay-ability.

Definitely the Gabriel Knight trilogy. The first one's the best though. Play the original, not the remake.

If you like VN's, try The Letter.
