Actually the first game I remember where Motion blur was a big deal was one of the Soul Calibur games, maybe Soul Calibur on the Dreamcast. It didn't take anything away and sorta helped to make the sword motions look more fluid compared to showing 4 frames of animation in the same time span.

Always off, same with lens flare, depth of field, and chromatic aberration

Off always it is not needed in games and is taxing on the fps.

Nah. It's there so that players with controllers can use it as an excuse for why they performed so poorly. "Yeah, the film grain and motion blur make it almost impossible for me to hit anything with a controller; it's no wonder you handed my ass to me!" ;-)

Having to degrade graphics to "max out" the settings always seems counter-intuitive to me. :-/

First game I remember seeing Motion Blur was Tenchu 2, and only in the sneak kills.

Since the game ran at a horrible FPS, the sneak kills looked kinda "cinematic" with motion blur.

I didn't mind that, since it was used in some specific scenes.

I don't mind object based motion blur. Camera based motion blur which is more common is kinda annoying for the most part except in certain genres for immersion like simulators.

There is a few I turn off, I think that chrome one I turn off too. Like I don't need that.
