Does this decompress the files every time you use something from that file and then recompress it when you're done, or is it just compressing files that are unnecessarily decompressed?

OK, so weird.

First of all, after compressing using default compression option, went from 67gb to 51gb.

Used MSI Afterburner display to see system usage reports.

Same level both times.

Uncompressed:

GPU 52 Celsius, 33% usage
MEM 3122MB
CPU1 33 Celsius, 20% usage
RAM 7716

Compressed:

GPU 56 Celsius, 33% usage
MEM 3106MB
CPU1 32 Celsius, 20% usage
RAM 7535

No noticeable difference in load times or performance either. Constant 75fps.

Not going to bother using on everything I install unless I run out of space and don't want to delete games or something, just because it seems like there must be *some* kind of tradeoff. But yeah, no noticeable difference on an immediate check.

yea, the article straight up states it only improves performance on old hard drives. Topic title is straight up misleading. The only purpose is for people that want to save disk space, and don't care about either a small lose or gain in performace.
