No, you don't get it. You CAN refund for any reason. (a reason for refund is "it's not fun".) They also say that if you abuse it then they can suspend your right to refunds. So what does that tell you? It says "don't buy a bunch of games and then refund them all thinking that it doesn't count as abuse".

He probably just hit some threshold for refunds in a set time period and got the automated response warning him that it was close to the point where he'd need a human to check his refund history before he'd get one.

Up until now it's probably been fairly automated. Check if the game was purchased less than 2 weeks ago, check if the game has been played less than 2 hours, check how many refunds have been processed in the last X number of days, and if everything is within tolerances, he gets his refund no questions asked.

He starts pushing it? Now they're gonna start asking questions.

I got this message a few weeks ago and it scared the crap out of me. I'd refunded about a dozen times in two months and wasn't terribly surprised. The truth is I'm poor and a compulsive spender and realized I needed money for something more important, but I wasn't about to tell them that. Anyway it's a good/bad thing because I haven't bought as much stuff the past couple of weeks, and haven't tried to refund anything since. Still poor af though.

Point.

I go through phases anyway where I game far more in a window than I do in others. Sometimes I'm just going to make many more purchases in a window than I do throughout another much larger one. This seems like an egotistical move on their part. Whoever did this process was having a bad day, or maybe there's been a change in management where they are now deciding to get after people for doing this, when prior to this, similar behavior, exact same Refund policy, zero issues.

It's always amusing when people come out of the woodwork to create things that don't actually exist, just to try and win an internet argument. Facts are facts. If you aren't being argumentative for the sake of being argumentative, you know what you're looking at.
