If the system is that old you pretty much need a new everything. May as well plan a full system build. I have an old office machine running a first gen i7 and while it's still capable for office work, if I actually upgrade there really isn't much in this machine that could carry over to a new one. Even the cases from that era don't have things like USB 3 ports built in or cooling that uses better fan sizes as are found in most modern cases.

Yeah you need new everything at this point.

New CPU needs new socket (z730) so may as well get the ram (3200) and a decent GPU so nothing bottlenecks and to run all this you'll need a good quality PSU to power everything including the AIO to control temps and all those RGB fans you're going to install everywhere. Did I mention a new case?

It's $60 over MSRP... and isn't expected to drop for a long time? Is this kind of thing usual?

When I learned stuff is that far over MSRP it really makes me wonder if it's worth shopping for PC parts right now.
