I know about stuff like sagemath/cocalc, but I want something that allows me to compile and run in our own PCs and be able to use certain libraries.

I want something like being able to edit, in real time, by multiple users, like how you do with google documents/sheets.

Python code isn't compiled. It's trivial to install any libraries you want with the versions you want once you have Python installed. I don't think real time editing by multiple people is a feature of any Python IDE, or at least not that I know of. What you probably want is a source code management tool like Git. The best Python IDE (assuming a powerful text editor doesn't do the trick) is PyCharm.
