I'd go with 4 and if you're that concerned about power, overclock using offset rather than having it locked at 4.

The other option would have been stock which allows up to 4.1GHz XFR (single core at around 1.46v when it triggers) but 3.7GHz when all cores are in use for 1.32v.

For an extra 0.03v I'd prefer 3.9GHz across all the cores, or the constant bump to 4GHz, providing 1.45v is safe.
