You may want to consider faster/lower latency RAM. It can really help with CPU frequency scaling for more demanding tasks, and it wouldn't surprise me at all if it could bump up lows for some emulators.

Would I need a better motherboard for this?

I did have issues with Final Fantasy Crystal Chronicles Crystal Bearers random slowdown on my old PC, so I want to eliminate any possibility of slowdown. RAM performance is more important than RAM amount as long as I have 16GB.

I said at the beginning I was targetting budget, but now I'd just rather get the best and leave the GPU and monitor for next year.

I'm still getting the i3 8350K because I don't think it's worth it for 2 extra cores that I will have no use for. Unless there's something else about the i7 8700 that makes it better besides core count and clock speed (which the i3 can be overclocked to match).

What would be a good PSU under $100 that would be reliable with good reputation?

Unless there's something else about the i7 8700 that makes it better besides core count and clock speed (which the i3 can be overclocked to match).

There is cache size, which can affect performance pretty significantly. Not sure how much it matters for emulation.
Also, I'm not sure how CPU scales to resolution for emulation, but I'd imagine that, like older DX7/8 software, CPU winds up being a factor due to texture fetch.
Actually, I think I might just try that out.

Edit: Well apparently it did, and may still for OpenGL, but trying it on the Vulkan driver, I managed to choke my GPU bandwidth long before the CPU could even muster over a 40% total load from the emulator.
Also, surprisingly, older dolphin on OGL scaled to more threads. Was getting 70~90% across all cores in 8x native and 4x ssaa.
Back to OpenGL on newer versions, and CPU performance definitely scaling with resolution. Not as high though.

If you're looking to emulate anything newer than GC, 4 threads is probably not the best idea.

Anything that has 3p fps or better is fine with me -mucloud

I decided on a new CPU cooler, so I needed a different case. I'll be returning that other PSU when I get it, and I picked out 2 RAM sticks with high speed and low latency.

I almost have it all purchased (see part list).
