That must be it. I have an unlocked Skylake i7 and the base clock doesn't get touched.
My locked Haswell i3 build doesn't even have the option to go above 1600MHz for RAM, but that's probably because it's on an H81 board. It doesn't have access to XMP, either. So my only experience with overclocking RAM is with an unlocked CPU.
