Don't think there's currently an IPS panel with a 1-2MS response time. Tends to be a TN thing.

This. I got an ASUS PB278Q and it's pretty good, minus needing to go into the menu to switch inputs.

So far it's been fantastic, and at least the one I have, has very little light bleeding through, pretty much un-noticeable unless the entire screen is black..

And it has to be asked, are you looking for something concerned with input lag or are you actually talking about the monitor response time? It has to be asked because these get mixed up often enough.
