If you play at more than 60 fps, you should.
Although I guess there might be games that a 1080 would handle at 1080/60 with no dips while the 1070 has some.

m8 why wouldn't you just wait for next gen cards at this point? Upgrading to a same-gen card is weird.

You would, but so small that there's no point.
I'm not 100% certain that my jump from a 970 to a 1080 was a particularly smart move.
If brute force doesn't fix the problem, you're not using enough of it.

It really depends on what you play, what the rest of your hardware looks like, and your native resolution. If you have an older build that you threw a 1070 in, the gains may be minimum, not because the 1080 isn't more powerful but because the rest of your system is lagging. If you play older games like warframe and indie games all at 1080p/60hz, you won't see too much of a difference.

It's not worth the five hundred you'll be dumping into it, which would be better spent on a next gen card or if the rest of your computer is trash, a new computer.
