False alarm.
I don't know what happened earlier, but I set it back to 3600 memory speed and it's working fine. Not a single stutter.

3600MHz RAM speed is working fine now and I'm getting full speed in Cemu Mario Kart 8 4K. I might not actually need to overclock at all.

In-game with Cemu it didn't go above around 60C.

False alarm.

Nice, so it was a memory issue. keep that in mind if you have issues in the future.

I found out the inconsistency. Cemu builds a shader cache when you go to a new area in a game, which impacts performance.

When I disabled XMP, I got a performance gain because the shader cache for that area has already been built, not because the RAM was unstable before. This is solved by downloading a precompiled shader cache.

I still have no idea why my computer wouldn't turn on and then suddenly worked fine when I tested different RAM in it. It's been working fine with my 3600 RAM since I got it back on.
